to give up his position as Grunthi on the finding of Nehal Singh,
an independent arbitrator appointed to settle disputes at the Sikh
Temple, Members of the Battalion took him out in a Motor Car and presented him with a gold medal and a sum of money.
(b). In telegraphing particulare of these men and a
number of others by the S. S. "Tosa Maru" on the 7th. of October
the Indian Government were informed that the whole of the passeng-
-ers from the United States of America were suspicious.
(c). The possession of seditious documents did not be-
-come an offence against the law of the Colony till 5th. March, 1915
(d). Except on voyages to Singapore and beyond Indians
were not required to take out passes to leave the Colony till 9th.
April, 1915.
3. The Captain Superintendent of Police reports that
no trace of Sham Singh can be discovered in Canton. Sappah Singh
is not know in Hongkong. He may be Sapha Singh who sailed in the
"Tosa Maru and who refused to state what his caste was when
questioned by the Police. Neither Durga Dass nor Sham Dass is kom
in Hongkong. Suspicion rests with Dealdas and Company who are Sindh
Hindus. The Captain Superintendent of Police is watching them.
4. The Sikh Thandar in the French Police at Canton is
probably Mowa Singh formerly of the Hongkong Police. He has been
reported to the Captain Superintendent of Police as instrumental
in the dissemination of seditious literature and is being watched
by the French Consul.
6. The only point about getting passages for a large
number of Indians in one and the same stammer is that vegsels
without a passenger certificate can only carry 12 Asiatic passeng-
-ers and that in the case of vessels with passenger certificates
it has been very difficult to get the Steamship Companies to take
large numbers of Indian passengers.
